Need to tone

I am at a good weight. 5'4" 122lbs. I run and/or lift weight 6days a week. My complaint is that my upper legs are not firm and I carry all my fat on my upper thighs. I am very lean and define on my upper body but to get my legs where I want I have to lose too much weight and my upper body gets to skinny and unhealthy looking. What is the best way to really tighten and tone my legs to match my upper body. Should I increase the intensity of Cardio or really hit the weights?
